In salesforce.com on the Account (and Contact) object, the BillingState and MailingState fields are only accessible if your locale is set to one of the countries that actually uses State in the address.
This means that the user used by RapidiOnline needs to have the locale set to for example US if you need to transfer data to/from the State fields.
